First of all, unless you’re writing a piece emulating a certain time period for a music university assignment, there are no steady “rules”. I mean that you should try to think more about rhythm and functional melodies, than trying to fit chords together.
The chords will appear by themselves. Usually you don’t need more than 2 or 3 voices to establish a sense of harmonic progression.

Eg. I might drop this sample into Reaper’s sampler and use it as a synth.
It’s not any actual note or chord just noise, so trying to play a chord sounds weird.
