Pretty sure it is. Take your standard bit crusher and fiddle around with all the knobs. And remember, you won’t be able to copy their sound unless you start with the same sample, use the same crusher, and match all the knobs.
use a vst effect called “Bitspeak” and some Bitcrusher its kinda the same method used in old Video games
