Breakbeat hardcore had 4/4 kicks in general.

The very first record would arguably be Meat Beat Manifesto’s “Radio Babylon”, recorded in 1989, and is still recognisably ‘drum and bass’ in sound today.

was gonna post something similar as i was watching some of “the new dance show” on youtube. a few tunes were breaks speed up to around 160. i was very thrown off when i thought i heard a jungle track from a video back in 89’.
